The recent passage of Pennsylvania’s House Bill 799 (Act No. 31 of 2025) is not an isolated development. It’s part of a powerful, nationwide movement toward mandatory workplace notices that outline veteran benefits and resources.

The New Mandate in Pennsylvania
On July 7, 2025, Governor Josh Shapiro signed HB 799 into law, amending Title 51 (Military Affairs) of the Pennsylvania Consolidated Statutes. This legislation establishes a new workplace posting requirement for veterans’ benefits and services.
Key requirements of the PA law include:
- Applicability: Employers in Pennsylvania with more than 50 full-time employees. A full-time employee is defined as someone working at least 40 hours per week.
- Effective Date: Compliance is required beginning January 1, 2026.
- Placement: Employers must display the official poster in a highly visible area or on an internal system accessible to all employees.
The poster connects veterans and their families to essential resources, including:
- Contact and website details for the PA Department of Military and Veterans Affairs (DMVA).
- Federal and state benefits and services information.
- Veterans Crisis Line contact information.
- County directors of veterans’ affairs contacts.
Representative Dan Deasy, the bill’s prime sponsor, emphasized that while the requirement “might seem like a small change,” it plays an essential role in ensuring veterans know where to find the support and services they’ve earned.
A Growing Nationwide Trend
Pennsylvania is not alone. The requirement to post veterans’ benefits in the workplace is expanding across the country—quickly.
New York kicked off this compliance trend in 2023 with a similar mandate for employers with more than 50 full-time employees. Additional states have since followed:
- Arkansas
- Indiana
- MassachusettsMinnesota
- MichiganNew Hampshire
- Rhode Island
- Virginia
Though thresholds differ, the direction is clear: posting veteran resource notices is becoming standard compliance practice nationwide.
