1. The 50-State Military Skills Test Waiver Program
Administered nationwide under 49 CFR 383.77, the Military Skills Test Waiver Program is active in all 50 states. To date, over 40,000 service members and Veterans have used this program to enter the commercial transportation industry.
- Qualifications: Requires at least two years of safe military heavy-vehicle driving experience within the expanded 24-month post-service window.
- What Gets Waived: Pre-trip vehicle inspection, basic vehicle control maneuvers, and the civilian on-road driving test.
2. The 35-State Even Exchange Program (Knowledge Test Waiver)
Going beyond the standard road test waiver, the FMCSA Even Exchange Program allows qualifying military occupations to exchange their military driving credentials for a civilian CDL by waiving both the driving skills test AND the written knowledge test.
- Coverage: Currently active in 26 participating states, with 9 additional states actively committed to implementation.
- Mechanism: When a candidate holds an approved military specialty (such as Army 88M or USMC 3531), participating state DMVs convert military credentials directly into a civilian CDL without requiring written exams.
3. The Under-21 Military Driver Pilot Program
To address long-term workforce sustainability, this specialized FMCSA study allows approved interstate motor carriers to recruit 18-to-20-year-old National Guard and Reserve members who received heavy-vehicle operational training during their military service.
